NOTICE TO REMOVE CANOES / KAYAKS AND ROWING BOATS – STILBAAI

On 1 March 2022, an inspection was conducted at the Lapskuit beach area and the riparian zone of the Goukou Estuary in Stilbaai. This exercise was done in order to compile a list of the canoes/kayaks and rowing boats either abandoned or left unattended on the aforementioned areas.

Stemming from this inspection, a detailed list with photographs of the canoes/kayaks and rowing boats was compiled and made available to the public. The lawful owners and/or users and/or those in title were notified to remove their recreational water vessels by Friday, 6 May 2022.

With good cooperation from the public, most of the vessels were removed, the few left on the water’s edge is presumed to be those of owners not residing in the Hessequa area and therefore not privy to the notice.

As such, this Notice serves to extend the notification period to the 16th of January 2023. The extension is granted to ensure that all lawful owners and/or users and/or those in title get a reasonable opportunity to get access to this notice.

Hessequa Municipality will initiate a formulised process to provide an official permitting system for canoes/kayaks and rowing boats as well as dedicated storage areas which will have a limited impact on the natural environment. These dedicated areas will be around three zones, namely Lapskuit, Goukou public slipway and the area above the bridge.

In terms of section 21(4) of the Local Government: Municipal Systems Act, No. 32 of 2000, notice is hereby given that people who are unable to read or write are encouraged to visit the Municipal Offices during ordinary office hours, where they will be assisted by the Department: Environmental Management personnel to formulate their written comments.
