COMPILATION OF THE HESSEQUA MUNICIPAL SMART ECONOMIC DEVELOPMENT STRATEGY

Notice is hereby given that Hessequa Municipality intends to consider the Draft Municipal Smart Economic Development Strategy [SMART strategy].  The Constitution of the Republic of South Africa, 1996, provides in sections 152(1)(c) and 152(2) that local government must promote social and economic development within the municipal borders and that the municipality must strive within its financial and administrative capacity, to achieve the objects set out in subsection 152(1).  Section 23 of the Municipal Systems Act, 2000 prescribes that a Municipality must be developmentally oriented, through the development of an Integrated Development Plan (IDP). 

The White Paper on Local Government explores the concept of Developmental Local Government, and defines that local governments are responsible to work with local communities to find sustainable ways to meet the needs and improve the quality of lives.  The draft SMART strategy presents four characteristics of local government i.e., maximising social and economic growth, integrating and coordination, democratising development and leading and learning.

SAMESTELLING VAN HESSEQUA MUNISIPALE SMART EKONOMIESE ONTWIKKELINGSTRATEGIE

Kennis geskied hiermee dat Hessequa Munisipaliteit van voorneme is om die Konsep Munisipale “Smart” Ekonomiese Ontwikkelingstrategie te oorweeg [SMART strategie].  Die Grondwet van die Republiek van Suid-Afrika, 1996, bepaal in artikels 152(1)(c) en 152(2) dat plaaslike regering maatskaplike en ekonomiese ontwikkeling binne die munisipale grense moet bevorder en dat die munisipaliteit binne sy finansiële en administratiewe hoedanigheid moet streef om die oogmerke in subartikel 152(1) uiteengesit, te bereik. 

Artikel 23 van die Wet op Munisipale Stelsels, 2000, skryf voor dat ‘n Munisipaliteit ontwikkelingsgerig moet wees deur die ontwikkeling van ‘n Geïntegreerde Ontwikkelingsplan (GOP).  Die Witskrif oor Plaaslike Regering ondersoek die konsep van Ontwikkelende Plaaslike Regering, en definieer dat plaaslike regerings verantwoordelik is om met plaaslike gemeenskappe saam te werk om volhoubare maniere te vind om aan die behoeftes te voldoen en die lewensgehalte te verbeter.

Verder bied die konsep SMART strategie vier eienskappe van plaaslike regering, naamlik die maksimalisering van sosiale en ekonomiese groei, integrasie en koördinasie, demokratisering van ontwikkeling en leiding en onderrig.

Kommentaar kan voor/op 23 Mei 2022 ingedien word.
